Add "use maximum amount for voting" button

If we send LSK we have the "send entire balance", it would be helpful to have something similar when adding votes to a delegate. A user with 1666 LSK balance can click on "use maximum amount for voting" and it automatically puts 1660 LSK into the amount field.

Acceptance criteria

• Meet the proposed design
• Users must be able to transfer available balance - fee - dust.
