Expected behavior

Lisk desktop shouldn't send any notifications

Actual behavior

Lisk desktop sends notifications while being signed out

Steps to reproduce

Launch lisk-desktop, don't log in, send vote transaction (doesn't work with regular transactions) from another PC or lisk-desktop instance. Wait for a 0 LSK notification on the signed out lisk-desktop.

Which version(s) does this affect? (Environment, OS, etc...)

2.0.0-rc.3 while being connected to https://testnet-service.lisk.com
