Federated mod log

Followup for #1061. Mod log entries arent federated at all, so if there is a mod on a different instance from the community, their actions will only be shown in the mod log of their own instance, but not in the mod log of the community or community followers.

As a first step, we can just add the remove or other action to the mod log on the community's instance.

We also need to federate the remove reason (mentioned in #698).
