Issue Summary

An instance admin can "speak as a moderator" in any community hosted by any federating instance.

It might be a feature and not a bug. But I am reporting it just in case.

Steps to Reproduce

  1. Make a comment from an admin account to a community from a different instance that you do not moderate
  2. Click on "speak as moderator"
  3. Visit the original instance and you can confirm that you are labeled as a moderator
