Cpuct 3.4 -> 3.0 for play
Cpuct 1.25 -> back to 1.2 for training
Introduce CpuctFactor parameter (2 for play, 0 for training), because we have larger value space (-1..1) than alphazero (0..1)
Cut a few zeros in max CpuctBase value (went above what float could represent)
Minimal value for CpuctBase is now 1, not 0.
