This PR adds a crate providing Poseidon2 hash function implementation, including a Plonky2 gate to be used in circuits.. The implementation is taken from HorizenLabs, ported to more recent versions of Plonky2 code.
Poseidon2 should give about 15% speed-up in proving time with respect to original Poseidon, while keeping the same in-circuit performance.
