Description

Don't index the cpuEvents that have been indexed into es.

Motivation and Context

To store all cpuEvents related to trace into files, I disabled the isSent field of Segment. But as a result, duplicate events are sent to Elasticsearch. A condition check is added to avoid indexing duplicate events into ES.
