'layer', a.k.a. tags are used to mark the hierarchy with special information used by game engines.

see collada spec 1.4.1 p 119

So, let's consider "tag" instead... Remi shown me this is used in unity.

@RemiArnaud I also need to understand how this is different than the glTF extra properties, which I believe are exactly this.

please do not close unresolved issues.
What you can do instead, is to use a tag to move things post 1.0
