Add a script that maintains a branch of squashed commits, where each commit represents one pull request that was merged into one of the main branches of this repo.

My proposal did not have this concept of starting point. |

I had a meeting with @AByzhynar, the spec editor for the team that originally requested the squashed branch. He agreed that his team will maintain their own squashed branch and their own version of this script in their repo. I'm pushing this script to our repo anyway, though, in case we get another request in the future to maintain a squashed branch. |
