This implements in the headers KhronosGroup/OpenCL-Docs#1005 which is discussed here KhronosGroup/OpenCL-Docs#1003
Once this is merged, the loader PR KhronosGroup/OpenCL-ICD-Loader#238 needs to be amended to remove duplication.
