Add material tags to common RO parts, such as RO's own parts, squad/SXT/Restock, etc.

Create material-based temperature patching system. Hopefully, the final word in part temperatures (although procedural parts that can change their material type will still need some work)
Further tuning, including correctly compensating for differences in skin/internal material, and the option to override default emissivity values
Remove SXT file that I accidently committed to branch
Tune a few more temps, and add Niobium as a material type

Almost everything in an express install should now be tagged. I'll do Kerbalism, RP-1, and the other ROMods in another PR. For now, ship it!
