What's Changed

• Split the monolithic Crewed Orbit program into 2 smaller ones and tweak Crewed Lunar so it unlocks after Early Crewed Orbit and runs longer by @siimav, @NovemberOrWhatever and @NathanKell in #2158
• Programs can now have Facility level prerequisites and objectives, for example Early Lunar Probes requires upgrading Mission Control and the Tracking Station to Level 2 by @NathanKell
• Lander cabins now uniformly have the Human Rated tag and the Non-Reentry-Rated tag (they will not survive Earth reentry) by @NathanKell
• Apply Near-Earth avionics rules to Gemini (but not Lunar Gemini), the Apollo D-2 CM (but not SM), Dynasoar, Big G, and all Soyuz/Zond Descent Modules. Also decrease Vostok SM avionics from 20t to 7t by @NathanKell
• Update Early Lunar Probes program description by @Amselfass in #2178
• Remove solar panel requirement from First Communications Satellite by @siimav
• Add support for new ROE G1 by @al2me6 in #2183
• Fix Sample Return Capsule not being deprecated properly by @Capkirk123
• Fix the "Add/Remove Max" binding for Linux (use Right Shift instead of Alt) by @NathanKell
• Move all LES parts to their capsules' nodes by @siimav
• Tag the RL10A-3-9 config as an upgrade, hopefully fixing the stack overflow by @Capkirk123
• Fix a NRE in the Ejection Seat module by @siimav
