@IanButterworth @KristofferC Looks like the new manifest format records the specific DEV version, e.g. 1.8.0-DEV.59 versus 1.8.0-DEV.84. Would it make more sense to just record 1.8.0-DEV?

IMO, the intention is to make the setup reproducible, so I don't see a reason for it to be shorter than the full VERSION?

I can see it being a bit annoying for systematic things that are run on latest master that track the manifest in git, but perhaps that's an odd thing to do?
