New Recipe: Kira v2.3.0 (#6485)

* New Recipe: Kira v2.3.0

* expand the c++ string abis.

* upgrade meson build

* add license installing

* using `GiNaC_jll` and `FireFly_jll`

* Apply the suggestions for more readable
