💼 Apply for position transaction #476

The sign & send transaction works, but since we do not have any openings on the blockchain we can't verify if it is OK.

The follow-ups for this PR include:

add an issue for proper transaction failure states to display Transaction failure reason handling #478
improve the stepper abstraction and types - ATM I've used a local reducer and used magic numbers for steps Improve modal with stepper abstraction #479
update the success step with proper values to close Apply for a position - sign & send transaction #419
map working group id/title to proper extrinsic, ATM I've used membershipsWorkingGroup to check proper mappings. The working groups API vs GraphQL representation #480
