Title (Goal) Customize metadata input forms

Scope The scope of the project. Example: architecture, access
Story As a site administrator, I wish to be able to customize metadata input forms by both collection and media type in order to simplify cataloguing workflows and standardize inputs through tools like Drupal's default values. I would also like the ability to present a user with an option of which form they would like to use, and to support anonymous users use of forms to add items to a repository, providing relevant rights information (as in an IR workflow). Forms need to unify the media/node input and allow for multi-page forms.
