Updates api endpoints for project role and identity specfic privilege #1874

Description 📣

Improved and added doc for custom rbac api endpoints for machine identity support
Added a new input field for identity specific privilege for permissions
The old is depreciated as the new one is better suited for external usage, the other one is not aligned with the ui or expectations as from customer feedback
Corresponding changes in UI
The RBAC is breaking change - This endpoints was only for dashboard so its oke for it to break
