notification/email inconsistencies when creating a dataset via API

Creating a dataset in the UI sends an email to the logged-in user; creating a dataset by API does not. Same behavior observed for dataverse notifications; develop e859001).

This can be closed if it's the expected behavior; but I don't think it is.

@pameyer thanks for opening this issue. Since we're working in small chunks these days, this is probably better than #1342 that I opened a while back which is broader in scope.
