As far as I can tell, when I interact with the system via API, notifications are not generated. In particular I'm noticing this with creating datasets. If I create a dataset via the API and then log into the web interface, I should see a notification in the corner just like I do when I create a dataset in the GUI.

While working on #3036 I just noticed that Shibboleth users don't get the "Welcome to Dataverse" message either. Here's how it looks for a BuiltIn user:

I fixed it so Shib users get the "Welcome to Dataverse" notification in #3080 but I didn't work at all on having notifications appear when you create a dataverse or dataset via API.
