Add "Notification" tab to account page

• Notification lives in a tab on the Account pg.
• Notification count displayed next to user name in the header.
• A link to the notifications tab is displayed in the dropdown menu under the user name (maybe it has some message with it too).
• A link to the page (or tab, or file) associated with the notification will be tied to the message.
• Notifications will display in one long table, with no pagination.
• A "read" flag needs to be tied to the notification being displayed in the notification table.
• Notification displays in table until user removes it.
• TO DO: Determine what triggers a notification. (First working example to start with: "Remember to release your Dataverse.")

For now, added generating notifications to user account page functionality. Notifications will be saved in db and displayed as either read or unread and can be removed in account page. Added link to account page in dataverse header. Show the # of notifications next to the user name. Generate notification when user creates a dataverse.

Major feature is implemented. Separate tickets will be opened for UI clean up and email, etc.
