Server behavior during transition phase

migration-test (November 2017)

all HTML requests return regular pages (deployment statistics are exposed) containing shutdown warning text
deployment tracking requests are recorded

gone-away (December 2017)

all HTML requests return notification page (but no more deployment statistics are exposed)
deployment tracking requests are not stored (but analyzed to identify repositories that have not disabled deployment tracking yet)

January 2018: server does not accept any requests
