Fixes #3885

Test Steps

See that it says "Tags" and not "Meta terms" in the UI.
Confirm that it is possible to add and remove tags from submissions
Confirm that it is possible to filter on terms in submission all.


          Rename meta terms to tags. Also fix some translations.
