erlang@21: switch to openssl@3

• Is your test running fine brew test <formula>, where <formula> is the name of the formula you're submitting?
• Does your build pass brew audit --strict <formula> (after doing brew install --build-from-source <formula>)? If this is a new formula, does it pass brew audit --new <formula>?

I'm not sure releases older than 24 are planned to support openssl 3.x: erlang/otp#4577

@carlocab: On the other hand, are these old Erlang releases really still used? I was not able to find official support dates, all you ca find is these kind of statements: https://www.erlang.org/doc/system_principles/misc.html, and these old Erlang didn't have releases for some time for some of them: https://www.erlang.org/patches/otp-21.3.8.24

I'm not sure they have some kind of very long term support on older versions of the language.

No idea! But this is deprecated now and should be disabled soon, so I guess that's all that needs to be done for this formula for now.
