Do not impose MIT when haxelib.json parsing fails.
Add tests for No option for non-open source license #488
Do not allow git dependencies when submitting a library. See: Git dependencies #344 (comment)

Closes #488

Default to `Unknown` value. This value is not allowed when publishing to the server.

Still allowed in local usage, e.g. local install

Unit tests use this file so it has to be ready for publishing.
