[core] Revised pre-bind option restrictions (#1759)

* Fixed documentation on option restrictions
* Changed live-mode options to be pre-restricted
* Added connecting state for fixed pre options. Fixed pre-bind restriction on SRTO_IPV6ONLY
* Fixed wrong return code for pre-bind ipv6only
* Fixed doc for bindtodevice changed to pre-bind
