  • the goal in the TTA Grantee Plan should be available to the specialist to choose as the goal they had for an activity. The specialist may enter a different goal.

This story will follow up on #99. That story adds the goal field. This story will integrate the field with goals already entered in either the Grantee TTA Plan or previous Activity Reports for this grantee.

Closing this issue. We were going to do a spike first, #57 . But I revised that spike to be a user story implementing the goals field and this integration on an otherwise blank step 2 of activity reports.
