feat: Implements ListType and ListVector

What's changed and what's your intention?

This PR implements ListType and ListVector and passes more tests

It implements ListVectorBuilder based on GenericListBuilder from the arrow crate

• the primary difference is that ListVectorBuilder is non-generic
• since NullBufferBuilder isn't public, so it also ports this struct.

API Change

ListVector::values_iter() now returns Result<Option<VectorRef>> as item.

fn values_iter(&self) -> impl Iterator<Item = Result<Option<VectorRef>>> + '_ {}
