Add Panorama support to the PAN-OS provider.

panos_panorama_security_rule_group, I had to do something really tricky (https://github.com/Trois-Six/terraformer/blob/feat/add-panorama-to-panos/providers/panos/panorama_policy.go#L122-L124), due to https://github.com/PaloAltoNetworks/terraform-provider-panos/blob/master/panos/resource_panorama_security_rule_group.go#L401-L403... but it works!
