Make 'current frame' a plug which drives the default context

This should also address problem where changing the current frame in the timeline 'Current Frame' field doesn't update the scene until 'enter' is pressed.

Also go to great pains to document that Gaffer's computations are not restricted to a single global time, and that this plug is for the user, not the coder.
