This adds a new package, node-fetch-native, for running fetch commands in the CLI. It removes the punycode warning, which while minor, is confusing when running the CLI
it forces the use of the polyfill, as the actual native gives errors with streams. Likely this should get fixed at some point, as our code is therefore overfitting to "non standard fetch behavior" regarding streams, but this PR does work
