This PR addresses the following accessibility improvements:

  1. Added keyboard accessibility for the date picker.
  2. Enhanced keyboard accessibility for the map layer switcher.
  3. Implemented keyboard accessibility for the sticky note toggle button.
  4. Refactored the jQuery UI dialog to maintain focus on the element that triggered it.
