The proxy contract used in the forc-deploy-proxy feature should always be the latest audited version of the Owned Proxy contract from https://github.com/FuelLabs/sway-standard-implementations/tree/master/src14/owned_proxy.

Safeguards should be added to the forc-deploy-proxy feature to ensure that the binaries match, as https://github.com/FuelLabs/sway-standard-implementations/tree/master/src14/owned_proxy is the source of truth regarding the proxy contract.
