The WebFilter can now request BackgroundData from the background page. Right now this is only used for disabling a tab temporarily. #228
Needed for PeacockTV, but shouldn't cause any issues elsewhere.
This helps to avoid flickering when hiding the cues. This is still a fallback method and should only be used when a site ignores TextTrack.mode = 'hidden'
