In authority/_id around line 672, really we should be checking if all the groups are low activity and then showing them all.
Heatmap needs a place search box.
Heatmap needs a "Crunching the numbers" indicator rather than showing a blank map. See how the authority pages work.
Where an authority is small, don't use the pro-rata approach, instead calculate directly by doing a join between locations_spatial and messages and authorities.
