Snowpack HMR refreshing but not module replacing

I noticed a difference with HRM with recent upgrades. (somewhere after v2 as far as I can trace back)

When I make a change, it does a full reload to the page once with the change. But then any subsequent change may or may not trigger a full reload with the change. If it doesn't reload the page, then no changes are applied.

And when it does a full reload, it does not seem like a correct behavior either. For example, I should be able to see the change to a secondary modal or part of the view without a full reload, which loses the app's internal state.

I see in version 3's doc that ESM is enabled by default. And I do have the plugin-react-refresh specified.
I had this in my app index:

if (import.meta.hot) {
  import.meta.hot.accept();
}

Is anyone else observing the same and have a suggestion?

I was able to solve my issue with the order of the plugins in config (which was an interesting and accidental find).
And also to upgrade my node environment.

What do you mean by changing the order of plugins in config? Do you literally mean just putting @snowpack/plugin-react-refresh last instead of first? I also have this problem and have been stuck on it for the past few hours...

UPDATE: Just found it it's a known issue, #2345

I'm not using the streaming imports as in #2345. I had the typescript plugin and a few others, including plugin-react-refresh. After moving plugin-react-refresh to first, and putting typescript plugin after it, HMR and fast refresh both worked for me. I also updated my local node version to > 10.22 because others who tried the exact same configuration w/o the re-ordering said it worked.

didn't help for me, had to remove @snowpack/plugin-react-refresh at all.
