This change refactors
OptionsUtil, moves some functionality fromBackendinto it, and changes how default values are assigned.Default options values are now assigned directly from the schema, bypassing the upgrade process. This change has the side effect of disabling
scanning.middleMouseby default, which was mentioned in #479. (This is also partially due to the recent changes in how scanning inputs are defined.)
