Implemented DTLS using the BouncyCastle C# library. This required a large rewrite of low-level networking code to facilitate networking using the BouncyCastle library.
The server generates a random certificate for now, this can later be changed to load the certificate from disk if one is available or otherwise generate a new one and store it to disk.
