Make sure composer doesn't render in loading state (null)

Details

After a cleanup in the ReportActionCompose component, a regression was introduced, where the composer would sometimes be in a contracted state and then with a jump suddenly expand. This was du to the fact, that the composer is now rendered in a child component that uses withOnyx. Some keys like numberOfLines aren't in the onyx state. Thus the component will be rendered in onyx "loading state", which means it will just render null instead of the actual component.

The fix was to apply initWithStoredValues: false to the offending keys.
