Implements a simple IRC client on top of io_loop and uses it to announce existing channels periodically and collect announced channels to get a local view of the network's topology.

Thanks for the detailed feedback Rusty, I should have addressed most of your comments with the last two pushes. The IRC specific things in routing.c have been moved to irc_announce.{h,c} so that routing.c now is almost untouched.

One thing I did not yet address is the ircstate -> lightningd_state inversion, since that'd make the IRC module dependent on lightningd, which I'm trying to avoid. I'll have a look at how io_loop handles callbacks with custom argument types and try to adapt it so that we can register the handlers to accept lightningd_state as arguments. That way we can definitely keep the IRC module separate and eventually port it to CCAN :-)

The IRC library can login and keep its connection alive by replying to
PING messages. It also exposes a callback that handles PRIVMSG commands
and can inject messages from outside, e.g., based on a timer or a
lightning event.
Added channel announcement serialization and parsing, as well as the
entrypoints for the IRC peer discovery. Announcements are signed by the
sending endpoint and signatures are verified before adding the channels
to the local view of the topology. We do not yet verify the existence of
the anchor transaction.
Added a flag to disable the IRC discovery and calling the entrypoint to
start the IRC client loop.

The cause was that converting a block number to an scid truncates it
at 24 bits.  When we look through the index from (truncated number) to
(real end number) we get every channel, which is too large to encode,
so we iterate again.

This fixes both that problem, and also the issue that we'd end up
dividing into many empty sections until we get to the highest block
number.  Instead, we just tack the empty blocks on to then end of the
final query.

The cause was that converting a block number to an scid truncates it
at 24 bits.  When we look through the index from (truncated number) to
(real end number) we get every channel, which is too large to encode,
so we iterate again.

This fixes both that problem, and also the issue that we'd end up
dividing into many empty sections until we get to the highest block
number.  Instead, we just tack the empty blocks on to then end of the
final query.

(My initial version requested 0xFFFFFFFE blocks, but the dev code
which records what blocks were returned can't make a bitmap that big
on 32 bit).

The cause was that converting a block number to an scid truncates it
at 24 bits.  When we look through the index from (truncated number) to
(real end number) we get every channel, which is too large to encode,
so we iterate again.

This fixes both that problem, and also the issue that we'd end up
dividing into many empty sections until we get to the highest block
number.  Instead, we just tack the empty blocks on to then end of the
final query.

(My initial version requested 0xFFFFFFFE blocks, but the dev code
which records what blocks were returned can't make a bitmap that big
on 32 bit).
