A new NetCDF_jll was just released which apparently broke on Windows (see tests). Given that cross compiling netCDF for Windows is problematic, it's probably better to just pin to the last release that is known to work for now. At least that way we can avoid random breakage of Wflow.jl.
Direct cause for this is JuliaPackaging/Yggdrasil#4511
