Nice! Fyi, the deployed javadocs do not interfere with the team's staging website which lives on the same github pages domain. However, note that the javadocs will not be merged into the official site like other changes to the staging site. This isn't a problem. It just means that links to the javadocs should point to https://deepbluerobotics.github.io/lib199/, not https://www.carlmontrobotics.org/lib199/.

This PR creates a GitHub action which will automatically build the javadocs and deploy them to GitHub Pages.
