we need to find out more about pallet_proxy parameters like
MaxProxiesandMaxPending,as i'm not sure if
MaxProxiesis intended to be the max amount of proxy accounts we'll have (i.e. max amount of Supernodes), or the max amount of requests from users to use a proxy accountUpdate: this PR doesn't appear to be required anymore for the staking 10:1 task
