[crashtracker] Emit structured log message as per RFC #583

What does this PR do?

Implements the structured output format from #554.
Note I'm leaving this as a draft until that RFC is approved.

Motivation

What inspired you to submit this pull request?

Additional Notes

Thanks to the magic of the schemars crate, the schema can be regenerated by running the included test.

How to test the change?

#566 shows a way to validate output against the schema from the RFC.
