What does this PR do?

Adds .clang-format with 100 char line length. Reformats the examples
accordingly.

Motivation

Since Rust uses 100 character limit for ColumnLimit, may as well make
the C and C++ examples match.

Additional Notes

Nope.

How to test the change?

It's just a re-format, no need to test anything.
