What does this PR do? What is the motivation?

The .NET allocation and live heap profilers provide more accurate results with .NET 10 so they could be considered as GA.

Merge instructions

v3.28 has been released in https://github.com/DataDog/dd-trace-dotnet/releases/tag/v3.28.0 so the documentation should be in sync now.

Merge readiness:

For Datadog employees:
