Introduces modifications to the DD_TRACE_128_BIT_TRACEID_GENERATION_ENABLED extraction logic to ensure all associated system tests successfully pass.

Motivation

Address issues where certain system tests were failing or being skipped due to incorrect behavior of DD_TRACE_128_BIT_TRACEID_GENERATION_ENABLED feature
