What does this PR do?

To achieve this PR, spans determined to not be necessary for the configured trace level are returned as no-op spans.

Trace Level = 0 = service: Only creates one entry/exit span per service.
Trace Level = 1 = span.kind: Compress spans by their span.kind (doesn't really work well)
Trace Level = 2 = integration: Compress spans by their integration ie component
