The GCloud CLI provides a more convenient interface for adding roles and should be familiar with devs following these instructions.
These went out of sequence when the callbacks section was removed.

Add instructions that use the GCloud CLI to create the roles. This simplifies the process as through the web UI permissions had to be copied over manually.
