https://eaflood.atlassian.net/browse/WATER-4188 During testing of the above ticket it was discovered that an A/C was missed for the licence ordering. It does currently order by the licence review status but it is not being ordered by the licence ref after that.

During testing of the above ticket, it was discovered that an A/C was missed for the way the licences are being ordered on the page. It is currently ordered by the licence review status but needs to be ordered by the status and then after the licence ref. This PR fixes this issues.
