I also slightly modified the functionality from how it used to be in Neon. Now, if a user is in Insert mode and clicks away, they are taken to Edit mode only if they click on the Edit panel. In all other situations, the user will be kept in the mode that they were in prior to clicking anywhere on the page.
Also, instead of highlighting the panel, I thought it was more elegant to simply underline the panel title. This can be easily changed if it is decided that highlighting the panel is preferred.
